The theory is called the framework hypothesis. It dismisses the six days of creation as literary devices. The view from the Netherlands in the 1920's came to American Presbyterians via the Westminister Theological Journal in 1958. In a nut shell, the theory contends that God did not create the world in six days, nor did He do it in a sequence. Supposedly it took about 13 billion years.
I do believe that God does everything in His own time, but I also believe that He can do anything, so the six day creation seems reasonable to me.
If He really had taken 13 billion years, He would have finished West Texas.
